Kelly Wilhelm (she/her) is a consultant and strategist with over 25 years’ experience in policy and innovation in government, arts, media, creative industries, and the non-profit sector. She leads a portfolio of projects as an independent consultant and is a sought-after speaker and facilitator. Kelly is Head of the Cultural Policy Hub at OCAD University, a national initiative to develop informed, inclusive, and integrated cultural policy in Canada, and Adjunct Professor in the OCAD U School of Graduate Studies. In 2025, she was appointed to the Global Creative Economy Council, an initiative of the UK Creative Industries Policy Evidence Centre and the British Council. Her past roles include Chief of Staff and Senior Policy Advisor to federal ministers, Chief Strategy Officer at the Canada Media Fund, and Director of Policy, Planning and Strategic Foresight at the Canada Council for the Arts.
